The Division

The Consumer Affairs Division (CAD) of the Ministry of Legal Affairs is a consumer protection agency focused on providing valuable advice and assistance to all citizens of Trinidad and Tobago. In accordance with the organization's mission to "improve the quality of life by promoting consumer awareness and assertiveness," CAD is continuing to focus on "upgrading the level of consumer consciousness and empowerment throughout Trinidad and Tobago." The Division provides education and information, advisory, and dispute/resolution services for goods and services that are advertised and purchased in Trinidad & Tobago.

Children's Website - Curtis' World

Through its Consumer Education Programme, the Consumer Affairs Division (CAD) has been using various communications mediums including radio, print / newspapers, television, outreach programmes, printed materials, and the web to disseminate key consumer information to the general public. In its ongoing effort to educate the local consumer, CAD has also begun to focus on educating our youth on their consumer rights and responsibilities through its youth mascot, Curtis the Consumer Cat. The division has gone even further to develop a series of youth consumer educational materials, including a workbook and other activities, and also conducts information sessions designed specifically for the local youth market.

As part of its communications strategy to educate children on their consumer rights, CAD turned to Converge Creative to design, develop and launch a new children's website specifically targeted towards children aged 5 to 8, that incorporates creative, engaging and highly interactive content based on the youth consumer education materials that had been already been developed by the division.

The result was the development of a ground-breaking, flash-based children's website - Curtis' World - a site dedicated to educating Trinidad and Tobago's children on their rights and responsibilities as consumers. Through the use of The Consumer Affairs mascot, Curtis the Consumer Cat, general consumer affairs information was modified to suit a younger target audience so that the experience, though educational, is simultaneously fun. Local imagery, voiceovers and music were innovatively applied to capture and maintain the attention of the site's local target audience, while still appealing to a global youth audience.

Curtis' World deals with teaching children about purchasing goods, the consumers' role in taking care of the environment, general consumer rights and responsibilities and much more. With the help of Curtis the Consumer Cat, the website seeks to educate children on consumer issues and their rights and obligations as consumers, thereby allowing them the opportunity to become more responsible consumers and create a generation that values consumerism. No other website like it exists today.
